– “Generals are always fighting the last war
In HED we too always remember the last crisis. Such that our own philosophy and practice will be influenced heavily by the current economic crisis.

Base policy on the wars most likely to happen and the technology thats most likely to work.
Don’t plan approaches on wild assumptions. Be pragmatic.

Go to war with the army you have, not the army you want.
Again, be pragmatic.

If you’re in the middle of a war, you’re going to have & need a lot of direction from the top, to break down bureaucratic barriers and get people to move out with a sense of urgency.
Accept assistance/interference from the top during times of crisis (aka the current economic situation) and also interfere/assist with those below you.
